New old stock surplus, Leftover job stock.  The exterior of the spool and last few inches of cable that protrudes through the packing shows some surface wear from years of being moved around and in storage, however the roll is still factory wrapped and was not used.
The label on the end of the spool specifies the roll as being 2,500' FT, But the cable itself has 07686' FT marked on it, Presumably this was the overall length ordered for a specific job, combined on multiple spools.
